US National Park Service is Hiring a Social Scientist Near Lakewood, CO

Duties


The major duties of the Social Scientist position include, but are not limited to, the following:

  • Serves as national representative and point of contact for abandoned mineral land and oil and gas resource evaluation, management, recommendations, and documentation. Facilitates research, represents the NPS, and conducts outreach. Assists staff throughout the NPS.
  • Project management: Develops and supports abandoned mineral land and oil and gas project plans, scopes of work, proposals, and funding.
  • Reporting/Documenting: Writes, reviews, or edits documents relating to historic resources associated with abandoned mineral lands and oil and gas sites for accuracy, compliance with legal mandates and guidance, and consistency.
  • Communication of Findings: Utilizes exceptional oral and written communication skills to disseminate resource and project management information to internal program and external NPS and public audiences via informal or formal methods.

Qualifications

All qualifications must be met by the closing date of this announcement-03/07/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40 hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position: If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position.
  • Degree in behavioral or social science; or related disciplines appropriate to the position
  • I have a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
  • Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
-AND-
To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Technical expertise in cultural resources affiliated with abandoned mineral lands and oil and gas sites, projects and impacts. (2) Experience in site and literature, historical and other investigations, preparing documents and reports, and ensuring integration of cultural resource guidance, authorities (such as NHPA Section 106 and 110 and NEPA) and mitigation measures into project planning and design. (3) Experience in project management, particularly the natural and cultural resource compliance components but also tracking all project phases, outreach, and briefing upper management. (4) Experience and expertise in historical research, required products, and requirements of state historic preservation offices. (5) Experience in working with contractors, contracting documents, field staff, and databases. You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the grade level(s) of this announcement.

Physical Demands: The work is primarily sedentary but requires travel to project sites and moderate physical exertion when participating in field reviews. Such reviews may require hiking over rough terrain and entry onto surface installations.
Working Conditions: The work is performed primarily in an office or telework setting with occasional visits to field locations and on-site meetings and reviews. Assignments may entail work with dusty records or objects. Risks and hazards are associated with entry onto surface installations under varied climatic conditions. Field trips may result in exposure to potentially hazardous conditions. As a result, hard-toed shoes, safety glasses, and hard hats may be required. The incumbent is expected to perform all duties in a safe manner consistent with applicable Departmental and NPS safety standards.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
